Off-Duty FBI Agent Fatally Shoots Man Seen Firing Into Homeless Encampment in Chicago

An off-duty FBI agent shot and killed a man near West 18th Street and South Union Avenue in Chicago on Monday after reportedly seeing him fire into a homeless encampment; federal sources identified the man as a 27-year-old Venezuelan national with a prior arrest and an unenforced ICE detainer.

An off-duty FBI agent shot and killed a man in Chicago’s Lower West Side neighborhood on Monday, October 26, after the agent reported seeing him firing a gun into a homeless encampment, according to federal law enforcement sources and the FBI.

The shooting happened near West 18th Street and South Union Avenue. The Chicago Police Department confirmed to Fox News Digital that officers responded to the 1700 block of South Union Avenue, where its Investigative Response Team documented the scene. The department referred further questions to the FBI’s Chicago field office.

The FBI issued a statement saying it is reviewing the shooting through its Inspection Division, in line with standard agency policy for incidents involving agents or task force members.

“The FBI is reviewing an agent-involved shooting which occurred on October 26, 2026, near West 18th and South Union Avenue in Chicago. The FBI takes all shooting incidents involving our agents or task force members seriously. In accordance with FBI policy, the shooting incident is under review by the FBI’s Inspection Division. As this is an ongoing matter, we have no further details to provide.”

The FBI has described the incident as unrelated to any immigration enforcement operation, and Fox Digital reported the agent was off duty and driving alone at the time.

Man identified as Venezuelan national

The Cook County Medical Examiner’s Office identified the man killed as a 27-year-old, listed under case number 5735. Multiple federal law enforcement sources told Fox News congressional correspondent Bill Melugin the man was Oscar D. Corrales, a Venezuelan national who entered the United States in October 2023.

According to those sources, the agent saw Corrales firing a weapon toward people at a homeless encampment, stopped his vehicle, got out, and shot Corrales, killing him.

Sources told Fox News that Corrales had previously been encountered and released at the southern border in October 2023, and had a prior arrest in California where he was released from custody despite an immigration detainer. The Department of Homeland Security, in a social media post responding to Melugin’s reporting, identified the man as Oscar Daniel Isaya Corrales and said he had previous arrests for domestic violence, criminal damage to property, felony retail theft, driving with an expired license, marijuana possession, and several traffic misdemeanors.

DHS said Immigration and Customs Enforcement lodged a detainer against Isaya Corrales in December 2025, and that officials in Blue Island, Illinois, released him without honoring that detainer.

Beyond the official FBI statement and the account relayed by federal law enforcement sources to Fox News, no additional details about the shooting or the review process have been released. The Beltway Report could not independently verify the claims attributed to the anonymous federal sources.
