Force Senate To Pass SAVE Act, Secure Federal Ballots

The new Congress is set, but Republicans still hold a short window to act on election integrity. This piece argues that the SAVE America Act—requiring documentary proof of citizenship to register and photo ID to vote—is a clear priority that can be passed if Senate leaders use majority rule now. It explains why clinging to the filibuster would be a strategic and moral mistake and urges immediate action before control slips away for a long time.

The ballots are in and the maps are drawn, and yet some Senate Republicans are treating the remaining days of majority control like a courtesy period instead of the last real chance to change the rules. The SAVE America Act is straightforward: require documentary proof of citizenship to register for federal elections and require photo identification to cast a ballot. States that already enforce these requirements have cleaned up thousands of ineligible registrations, proving the problem is real, not hypothetical.

Senate Democrats will not give 60 votes for this kind of measure, so the only realistic route is majority rule. That means removing the legislative filibuster so a simple majority can pass election integrity reforms. Waiting for bipartisan cooperation is wishful thinking when our opponents have made scrapping the filibuster a top priority once they hold power.

Leadership figures like John Thune and several colleagues have defended the 60-vote threshold as sacred, even as the electoral reality changed under their feet. The usual defense is that the filibuster will protect you when you are in the minority, but that argument collapsed when the midterm results came in and Democratic leaders removed their major internal skeptics. The math and the maps now point to a reality where the filibuster will be used to freeze conservative priorities instead of protecting any principle.

Republicans should not be fooled by procedural comfort into inaction. The modern filibuster functions as a “zombie” blockade that lets a small group stop bills without a dramatic floor fight. Senators like Mike Lee have highlighted this perverse dynamic, and if the procedural barrier is removed, a simple majority is enough to adopt reforms that preserve the integrity of federal elections.

President Trump has repeatedly urged swift action on citizenship verification and voter ID, and his point is practical: every month that passes leaves registration systems vulnerable to non-citizen enrollments and automated programs that do not ask about citizenship. The political cost of doing the right thing now is smaller than the long-term cost of surrendering the Senate for multiple cycles simply because leaders chose procedural purity over results.

Therefore to him that knoweth to do good, and doeth it not, to him it is sin.

That verse speaks to the responsibility Senate leaders face this moment. If Thune, Collins, Murkowski, Cornyn, Cassidy, or others choose to defend a rule that will be weaponized against conservative goals, they will have traded substance for a hollow principle. Popular opinion already favors commonsense voter ID and proof of citizenship, cutting across party lines, so the political upside is there for those willing to act.

Lame-duck sessions exist for decisions exactly like this one: when an outgoing advantage can be used to lock in safeguards that the next majority will not. The practical consequence of inaction is that the next Congress can expand mail-in voting, automatic registration, and pathways for non-citizen participation while Republicans watch from the minority explaining why they preserved the tool the other side will use without restraint.

If Senate Republicans are serious about leadership and the long-term health of the party, they must use the remaining majority to pass the SAVE America Act and remove the filibuster that stands in the way. Anything less hands the next several elections and the future of federal voting rules to an opposing party that has already signaled it will not hesitate to change the game in its favor.
