The CIA operative “whistle-blower” letter to House Intelligence Committee Chairman Adam Schiff, and Senate Intel Chair Richard Burr, was on August 12th (link).  Now here’s Speaker Pelosi’s modified House rules for impeachment [116th Congress]:

Here is the whole Document and below are the pertinent excerpts:

Pelosi 116th Congress – Imp… by The Conservative Treehouse on Scribd

The document was updated on August 12, 2019:

We aren’t sure as of right now what changes were made from the original version of the document, however, there are some important things to note.

BELTWAY EXCLUSIVE:   Son of Minnesota’s attorney general: 'I hereby declare, officially, my support for ANTIFA'

Throughout the entirety of the document, it is stated that the Judiciary Committee is responsible for holding the investigation, hearings, as well as markups of articles of impeachment against the President:

It seems that the impeachment document warrants receiving information from varying sources in order to begin an impeachment process. It is not stated who that outside source is.

The document currently doesn’t differentiate between impeaching judges or Presidents… which is rather misleading:

Footnotes of the memo’s 6th page states that Congressional action to allow the President’s counsel to answer impeachment. Nixon had the chance, as well as Clinton. But now Trump doesn’t?

Are Nancy Pelosi and Adam Schiff abiding by their own memo?  Doesn’t look like it to me.  This stinks to high heaven like as set up to me, but hey, that’s just like my opinion, man.
